WHAT IS IT?

Utah eReport was developed under the leadership of the Ground Water Protection Council (GWPC) with funding from the U.S. Department of Energy (DOE). In the background, it uses an XML data schema (eReport3_5.xsd) developed nationally with input from many oil and gas producing states to transfer data over the internet. GWPC is making this system available to any state that is interested, but Utah is one of the original program development locations.

The Utah eReport programs allow operators to submit the following:
  • Monthly Oil and Gas Production Report (Form 10)
  • Monthly Oil and Gas Disposition Report (Form 11)
  • Monthly Report of Enhanced Recovery Project (UIC Form 2)
  • Monthly Injection Report (UIC Form 3)
  • Annual Fluid Injection Report (UIC Form 4)

Data can be submitted through any of three different methods:
  • Web Forms -- accessed through the DOGM website; intended for small operators with only a few wells.
  • eReportRemote -- requires a one-time download of a .Net program that operates on the user's computer. Once loaded, most companies find it is easier to use than the web forms because of its spreadsheet-style format.  
  • Database Batch -- (This Method is Temporarily Out of Order *) for large operators with sophisticated IS resources; eReportRemote (version 2) now makes it easier for large operators to submit database information by providing an mdb file with the Utah table structure and a translator for converting the data quickly to the required XML format.   * The option for submitting large BATCH REPORTS is temporarily OUT OF ORDER. This method of converting company data to XML code has proven to be too complex for most operators and we have abandoned it. We hope to develop a simpler application sometime in the future, hopefully during 2008. We apologize for this situation.

GETTING STARTED...

  1. Go to the following web address: http://utstnrogmsql3.nr.state.ut.us/Utah.ereport/cfm/login.cfm
  2. To register,
    • click on "self-register here"
    • enter your user login information
    • click on "Add New User"
  3. Enter the system by using your new login name and password.
  4. Click on "Edit My Profile".
  5. Select the company for which you will be reporting and click on the "Add Company" button.
  6. Log out of the system by clicking on "Logoff eReport".
  7. Send an email message to carolynwilliams@utah.gov to let us know you've completed the registration process.  Also let us know what report month you intend to submit first so we can make sure everything in our database is in order.  Call (801) 538-5331 if you need assistance.
  8. We will notify you once your registration is approved.

METHOD 1 -  Web Forms (Intended for small operators with only a few wells)

  1. Once you have received notification that your registration has been  approved (see "Getting Started" above), log back into the eReport website at http://utstnrogmsql3.nr.state.ut.us/Utah.ereport/cfm/login.cfm.
  2. Go to "Web Forms (File Online)" and click on the '+' sign.
  3. Click on the desired report (for example, Monthly Production Report or Monthly Disposition Report).
  4. Select the appropriate Operator and Report Period, and click on "Submit Query".
  5. Click on the API number for each well and enter the appropriate data; click on the "Save" button for each well.
  6. Once your report data has been entered and saved, click on "VALIDATE & SUBMIT My eReport".
  7. Select the appropriate Operator and Report Period, and click on  "Review".
  8. Click on the "Validate & Submit" button.  
    -- If your report passes a series of built-in validation checks, your report will be submitted to the Utah Division of Oil, Gas and Mining.  -- If your report fails the built-in validation checks, a list of problems will be shown.  Go back to your reports by clicking on the appropriate "Review... Report" buttons and fix the errors.  You can then resubmit the report by again clicking on the "Validate & Submit" button.  Call (801) 538-5331 or (801) 538-5275 for assistance.
  9. Once your report has been accepted, click on "Logoff eReport" to exit the system.

METHOD 2 - eReportRemote -- (downloadable .Net program)


NOTE -- .Net Framework:  Before using this .Net program, you will need to confirm that the Microsoft .Net Framework version 2.0 is installed on your computer.  The .Net Framework comes integrated with newer versions of Windows XP.  You can check this by clicking on "Start/Control Panel/Add or Remove Programs" and then checking the resulting program list for "Microsoft .NET Framework 2.0".  The .Net Framework is available from Microsoft at no charge at:

NOTE -- Updating eReportRemote:  If you are upgrading from eReportRemote version 1.0 to version 2.0, you will need to confirm that the Microsoft .Net Framework 2.0 is installed on your machine as explained above.  You will also need to remove eReportRemote version 1.0 from your computer prior to installing version 2.0.  This is done by clicking on "Start/Control Panel/Add or Remove Programs", locating and highlighting "eReportUT", and then clicking on the "Remove" button.  You are then prepared to install version 2.0 by following the "Download and Setup" instructions below.

NOTE -- eReportRemote Enhancement:  Version 2.0 of eReportRemote provides a simpler solution for mapping large in-house databases to the Utah file structure and converting that data to an XML batch file.  See "Method 3" below.

Download and Setup...

  1. Once you have received notification that your registration has been  approved (see "Getting Started" above), log back into the eReport website at http://utstnrogmsql3.nr.state.ut.us/Utah.ereport/cfm/login.cfm (Note:  If you are just upgrading to a newer version of eReportRemote, or if you have already been using the eReport web forms, there is no need to re-register).
  2. Click on the menu option "eReportRemote (Download)".  Read the brief download introduction.
  3. Click on the "Download eReportRemote.NET Version 2" link to save the setup program file (eReportUTSetup_v2.zip) to your computer.  Save the file to a "Temp" folder or some other place where you can find it again.
  4. Once the setup file has been downloaded to your computer, click on "Logoff eReport" to exit the system.
  5. Locate the eReportUTSetup_v2.zip file that you downloaded in step 3 and double-click on it.  This should start the file extraction process to retrieve all of the setup files.
    (Note:  There are numerous variations of file extraction programs in use.  It is, therefore, difficult to give precise instructions for unzipping files.  Double-clicking with the left mouse button to activate an extraction wizard or right clicking and selecting "Extract" seem to be the most common methods to initiate the process.  Make sure you extract the files to a folder where you can locate them once unzipped).
  6. Double-click on the "eReportUTSetup.msi" file to begin the setup process (you may or may not be able to see the ".msi" extension, depending on your Windows settings).  The program will walk you through the simple process.  If successful, the program, by default, will be loaded to "C:\Program Files\GWPC\ eReportUT\".  
  7. If desired, locate the "eReportUT.exe" file in this folder and create a shortcut for your desktop (again, you may or may not be able to see the ".exe" extension, depending on your Windows settings).

Using the Application...

  1. Double-click on your shortcut or go to "Start/Programs/Utah eReport" to open the Utah eReportRemote.NET program.
  2. Click on the "Login to eReport Server" button and enter your user login information established in the "Getting Started" section above.  Click on the "Login" button.
  3. In the "Step 2, Enter Selection Criteria" area, click on the "drop-down" box, locate your approved company, and click on it.  Do the same for "Report Month" and "Report Year".
  4. Click on the "Retrieve Dataset" button to download your well data from the Division of Oil, Gas and Mining database.
  5. Click on the "Production", "Disposition", or "Enhanced Recovery" tabs at the top of the screen.  Your company information should be visible.  Enter the appropriate data.
  6. Once your report data has been entered, go back to the "eReport Server" screen by clicking on the "eReport Server" tab.  Make sure the correct check boxes are selected for the reports you will be submitting (i.e., "Disposition/Production" and/or "Enhanced Recovery").
  7. Click on the "Save Dataset" button to save the report file to your computer.  
    NOTE:  This step can be performed any time after you download your company data (step 4).  Once the file is saved to your computer, you can work on your report at your leisure without being logged into the internet.  You can save your data and then re-open the file later by clicking on the "Open Dataset" button.
  8. To submit your data, click on the "Submit Dataset" button.
    -- If your report passes a series of built-in validation checks, your report will be submitted to the Utah Division of Oil, Gas and Mining.  -- If your report fails the built-in validation checks, a list of problems will be shown.  Go back to your reports, make the necessary corrections, save the dataset, and then resubmit them by again clicking on the "Submit Dataset" button.  Call (801) 538-5331 or (801) 538-5275 for assistance.
  9. Once your report has been accepted, you may exit the program by clicking on the red "X" in the upper right-hand corner.

METHOD 3 - Database Batch (Intended for large operators with sophisticated information services resources that desire to map internal databases to the required XML schema)


OUT OF ORDER
The option for submitting large BATCH REPORTS is temporarily OUT OF ORDER. This method of converting company data to XML code has proven to be too complex for most operators and we have abandoned it. We hope to develop a simpler application sometime in the future, hopefully during 2008. We apologize for this situation.



NOTE:  Using this method requires advanced programming skills and the ability to map in-house databases to the proper eReport structure.  Version 2 of the eReportRemote program -- "Method 2" above -- now provides an mdb file structure and XML data translator that may satisfy the needs of most large operators and make this process much easier.
  1. Once you have received notification that your registration has been  approved (see "Getting Started" above), log back into the eReport website at http://utstnrogmsql3.nr.state.ut.us/Utah.ereport/cfm/login.cfm.
  2. Refer to the "Download and Setup" instructions for eReportRemote above ("Method 2").
  3. Retrieve your company data from the Utah Division of Oil, Gas and Mining server.  Refer to the "Using the Application" instructions for eReportRemote above ("Method 2") - steps 1 thru 4.
  4. Click on the "Save Dataset" button to save the report file to a local file on your computer.
  5. Go to the eReportRemote "Database" screen by clicking on the "Database" tab.  
  6. In the "Database Connection" field, click the "browse for UDL" button picture of "browse for UDL" button and navigate to the location of the UtaheReport.mdb (Access) file (default installation location: C:\Program Files\GWPC\eReportUT\Data).
  7. In the "Path to Dataset" field, click the "browse for XML dataset" button picture of "browse for XML" button and navigate to the location of your saved XML dataset (step 4 above).
  8. Click on "XML to Database" to move the XML data in the local dataset to the Access .mdb tables.
  9. Have your staff systems analysts join the eReport table structure to your in-house data source and populate the tables with your monthly production and disposition information through update and append queries OR by importing the eReport data tables directly into your own database. 
    NOTE:  Because data sources vary widely in type and structure, the Utah Division of Oil, Gas and Mining can offer only these general guidelines on how to complete this data mapping and is not responsible for any in-house database programming you may undertake for regulatory reporting purposes. 
  10. Once the eReport .mdb tables have been populated with your monthly report data, open eReportRemote and click to the "Database" screen.
  11. In the "Database Connection" field, click the "browse for UDL" button picture of "browse for UDL" button and navigate to the populated Access .mdb file OR use the "Build" button picture of "Build" button to set the Datalink Properties for the database connection if you have imported the eReport data tables into your own database.
  12. In the "Path to Dataset" field, specify a file name for your new XML  data file (e.g., op_name_date.xml).
  13. Click on "Database to XML" to move the information in the eReport tables to your specified XML file.
  14. Switch to the "eReport Server" screen, login to the eReport server, and upload your XML file (from step 13) containing your monthly report by clicking on the "Open Dataset" button.  This XML file can also be submitted through the eReport web site by clicking on "XML Batch (Upload)".  
    -- If your report passes a series of built-in validation checks, your report will be submitted to the Utah Division of Oil, Gas and Mining.  -- If your report fails the built-in validation checks, a list of problems will be shown.  Correct your .mdb file, create a new XML file and resubmit.  Call (801) 538-5331 or (801) 538-5275 for assistance.
